I suggested it more as a step in the investigation (although the
key binding is the only way I use it myself).  If it does work I think
something outside of openbox must be causing the problem.  What else is
running?  You wrote that you don't use GNOME (or another desktop), but
different people mean different things by that.  If you use programs
that link to GNOME libraries, it's likely that some GNOME daemons get
started behind your back.  That is just the way of the GNOME :-(
