manual window placement

Is it possible to configure openbox to do manual window placement?
I.e., I want new windows to show up "attached" to the mouse cursor,
allowing me to place them manually with a click.  This is how many
(most?) of the old-school window managers worked (mwm, twm, fvwm,
...), back when I started using X.

Ideally, this would be configurable on a per-application basis, in the
<applications> section of rc.xml.
