Yes.  1.4.6. treats each monitor as a separate screen.

Indeed.  I do use xrandr to set up my screens:

    xrandr --output DVI-I-1  --right-of DVI-I-2 --output DVI-I-2 --rotate left 

and ratpoison 1.4.6 seems to pick this up perfectly fine somehow...?
