You can configure Emacs to create its window at the desired size and 
position by setting the appropriate X resoure:
	echo "Emacs.geometry: 80x38+449+0" | xrdb -m
Add the setting (the stuff in quotes) to .Xresources for permanent effect.

If you want to configure this in Sawfish you can use window rules.
