This is a result of security. 
Try to start

 Control Sysdm.cpl

as Guest and Administrator.

1. Set Guest password to 'g'
2. Try this:

RunAsSet("Guest", @Computername, "g")
Run("Control.exe Sysdm.cpl", "")

You will see MB:

"Unable to execute external program"

3. Try this:
RunAsSet("Administrator", @Computername, "Adminpassword")
Run("Control.exe Sysdm.cpl", "")

where "Adminpassword" is password of Administrator. 
You will see 7 tabs.

4. Create new user account "User" - member of User group and 
password - AutoIt.

RunAsSet("User", @Computername, "AutoIt")
Run("Control.exe Sysdm.cpl", "")
You will see 5 tabs.

This is a "head tricks" from MS but not 64/32, I think.
