Disabling the [MSUCE} section of WIN.INI seems to fix this.  There's
not much information about [MSUCE} out there, and not everybody has
such a section. It has something to do with codepages. Possibly some
well-meaning pre-XP app added it?

The original problem may have been related somehow to DBCS, because
some single characters were showing up as two weird characters in the
output.
