To let anyone that's curious know - I was able to install
vim-6.0-wince-arm-pocket-wce300 and the
wince-arm-pocket-wce300-release version of celib.dll.  Nothing else
was needed.

I can use a _vimrc file in the root directory with no problems.  No
registry edits required so far.

And <ESC> is mapped to <CTRL-[> as it is in standard vi.
