Not sure about your exact issue, but I was able to download the CE 5.0 emulator and install it on machines without Visual Studio. However, what I want to do it create a standalone executable that runs on win xp , where I can show my complete Pocket PC application running on the emulator.. I want to DEPLOY to the Pocket PC 2003 emulator plus my application together all in one package. I have not been able to do this, the ONLY way it runs is inside Visual Studio. If I can deploy the whole emulator as a RunTime environment, running my application, I can distribute promotional sales disks and show my customers how the application will look LIVE on a Pocket PC. Then those who purchase my Pocket PC application can buy the Pocket PC from me as well as the ap;lication.
