getting the menu bar in VIM

I've been trying like mad to get the menu to show on my Jornada 720.  In scanning the posts here I learned that menu.vim and makemenu.vim are required.  I got these from vim.org, vim6.0 runtime for Windows (tried Unix build as well, with same result) and put these in the same directory as VIM.  When I type :so /storage card/vim/menu.vim while in VIM nothing happens.  When I do the same thing with makemenu.vim, I get feedback, but upon completion VIM exits.  Using celib 3.13.  Does anybody know what I'm missing?  Thanks for taking the time to help.
