requirement for tool developer

 I am satish, working in germany. i have one small project for which 
a tool has to be developed. the task is given below.. could you

There is a request to develop a utility tool to change 
TCPRecWindowSize in 
WinXP and Win2000 on fly.

That means the TCPRecWindowSize is set to 16KByte in WinXP, but in 
case you 
are using wireless depend on technology,
the performance could be increased by increasing the RecWindowSize to 
64KByte.

Currently there are several tools available, but all of these tools 
are not 
supporting to change this parameter in WinXP on fly.
That means after change, the computer should be rebooted otherwise it 
will 
not taken. And other issue is, that this value applies to all
adapters in the computer. Such tool you can download under:

What I am looking for is to have a tool, which is running in 
backround and 
change the TCPRecWindowSize on the specific port (e.g. Data card 
modem).
without to reboot the computer.

What do you think, is there any guys you know who has an idea to 
overcome this TCPRecWindowSize issue?
