widcomm bluetooth drivers problem...plzz suggest solutions

i am developing a bliuetooth driver(.dll) for pocketpc using WIDCOMMSDK(BCM1000-WCE) for WINDOWSCE.
I am using WIDCOMM API's in my Dll.But the apis are not working properly .For instance to detect any bluetooth devices in 
the neighborhood i use CBTIF::Startinquiry() APi which in turn calls a ondeviceresponded() api where all devices detected 
are listed.But it is showing some garbage value and no device is detected.Also mention that the parameters passed 
to the function (OnDeviceResponded) have invalid pointers.

If i use the same apis in an application(.exe) the api's are working fine.
Please inform me What extra software i have to install or what exactly i have to do to make those apis work with .dll
