Tcl/Tk 8.4.12 for WinCE ARM binaries available

[This is an update from the previous 8.4.x binaries]

I have uploaded Tcl/Tk 8.4.12 (prerelase) binaries for WinCE 4.0
ARM devices (PocketPC 2003+) to:

	ftp://ftp.tcl.tk/pub/incoming/tcltk8_4_12_ce-arm.zip

It includes the full Tcl/Tk + celib binaries needed for operation.
There is a README on how to install it (you will need to set a few
registry settings on your PocketPC device). In addition to Tcl/Tk,
you will find tcllib1.8 and bwidget1.7, which both work out of the
box (pure Tcl), and itcl/itk 3.3 as a proof-positive TEA ported
library (works like a charm).

I have not addressed any specific issues since the last release,

This is just an update with whatever core fixes go along with that.
Included in the archive is the full patches against the current
tip of core-8-4-branch for Tcl and Tk and build instructions for
those wanting to play.
