Almost all recent WinCE devices have ARM CPUs. I am pretty sure that almost all ipaqs have ARM CPUs. Anyway, if anybody is interested, I have installed TeXEd+BibTeX+makeindex on my i700 (ARM) have have augmented it with the entire tetex distribution from Debian Sarge (i.e. all of the class, style, font files etc.). You need a storage card for this. And I also installed Rainer Kuchel's Emacs port and augmented it with the entire Emacs 20.7 release from Red Hat 7.2 including all of ILisp. Again, you need a storage card for this. If anybody is interested, I can package up an image that you can simply copy to a storage card along with the registry entried you need.
