Question about how Win CE multitasks...

I am trying to solve several seemingly-unrelated Windows CE application problems,
and I'd like to understand this (and these questions are based on observations of an
IBM Z50, which is CE 2.11/MIPS): If I have two programs running at the same time
(each with it's own window), or a program that has two separate windows, do both
windows get "CPU time" in the sense that they continue to execute, even if another
window is in the foreground? The scenarios I am dealing with usually involve both
programs trying to do some kind of IP communications, but what appears to happen
is that the program that is not "in focus" isn't processing. I may not be explaining
this very well, but at the core I would like to know if I can write a Windows CE
application (example, a local web proxy server, but it could be anything) that does
IP communications tasks, but is providing services in the 'background', while
some other (maybe also doing communications) tasks is in the 'foreground'. In
these scenarios the programs that appear to interfere in this respect aren't
designed specifically to work together (for example, there is no use of threads to
divide a program into several separate paths), just the scenario where more than
one program is trying to actively process.

Anyway, this scenario seems to be at the root of difficulties I'm having with
more than one software configuration.
