ANN: DQSD 3.1.9.1

Hi again,

Cate Eales brought to our attention that DQSD 3.1.9 did not work with
Windows 98.
Unfortunately, Christmas came in the way, and we haven't had time to fix =
it
until now.

So here's a new attempt, tested and working on Windows 98 SE.
