ANN: DQSD 4.0 Release Candidate 2

DQSD 4.0 Release Candidate 2 is available:

Changes rc-1:
- Installer mod to allow installation only by administrator accounts.
- Installer mod to require uninstalling any pre-4.x installations before
installing 4.0.
- Removal of some obsolete searches.
- Corrections to installer title and copyright date.
