SOAP 1.2 encoding and DIME

I'm looking at DIME in conjunction with SOAP 1.2, and wonder if the WS-Attachments spec will need tweaking. SOAP 1.2 encoding uses "ref" of type IDREF where SOAP 1.1 encoding uses "href" of type anyURI, and the id's in DIME are URIs.
