SOAP 1.2 encoding and DIME

I'm looking at DIME in conjunction with SOAP 1.2, and wonder if the
WS-Attachments spec will need tweaking.  SOAP 1.2 encoding uses "ref" of
type IDREF where SOAP 1.1 encoding uses "href" of type anyURI, and the id's
in DIME are URIs.

There was an allusion to consequences as far as SwA goes in the summary at
