From my unnderstanding of the DIME spec and its intention's, this would be
outside of its scope, DIME being purely an encapsulation format.

Payloads such as a SOAP message are, I belive, meant to specify what the
other contents of the DIME packet are.  (More Specifically, the Soap packet
specifies what attachments it has, and that the app can find them within the
DIME structure)

This is possibly covered in the SOAP in DIME draft.

Has there been any discussion in this or other forums about about a
standard index payload format for cross referencing a DIME message?

I'm envisioning a payload near the front of the message that contains
the payload type, ID, and length for each of the payloads within the
message.

This would allow an implementor to retrieve the index payload, and then
directly seek (perhaps via HTTP Range Requests) to the desired payloads.

If anyone is interested, I can quickly write up an I-D about this.
