The only issue I am seeing is,  if any MIME type can come through
encapsulated in DIME, one potentially has a situation of having to peal
through this thin layer before one needs to deal with MIME (and the entire
baggage associated with it). Since DIME supports all MIME types, it seems
to me a general DIME processor needs to either support MIME or have a way
to plug MIME processor in, right?

Not necessarily limited to email programs only though. One could attach an
S/MIME document for example as a signed and authenticated support document
that is "attached" and packaged with a DIME.
