The number of browsers open seems to have an effect, but it is not identifiable as a fixed set of conditions. I logged on once, and it was working. Within the same session, it suddenly stopped working. Then I opened a new session, and it didn't work at all. Then, I opened a debug session on IIS from VS, and it worked. Then I opened a new browser session, and that worked, and then starting another debugging session in VS gave the error.
