I have an ASP.NET web site that needs context-sensitive help retrofitted
on it. The content should be modifiable without developers recompiling
anything, ideally a non-developer could change the help file (db table?)
and the help text should change. The help should also be buildable into
a .HTML page or .CHM.

So far I have not really seen anything that does this well or cleanly,
commercial or otherwise.
