It's just a window that they programmatically move.  There isn't a
Windows API for it.  There is a pretty nifty library you can download
from CodeProject though:

This is really what I'd like to do. I looked into the NotifyIcon, but
haven't gotten it to work as of yet.

How is the MSN popup done?
