In the Windows API, shortcuts are called Hot Keys.  There's a Windows API
function RegisterHotKey that allows an application to register a system-
wide hot key.  RegisterHotKey documents "Keyboard shortcuts that involve
the WINDOWS key are reserved for use by the operating system."
