I think he means he is looking for someone with experience managing a
project that was about 30,000 person-hours (e.g. 30 people for 6 months)
not that the person has 30,000 hours of management experience.

Hmmm. 30,000 hours. Assuming 40 hour week that = 750 weeks
or about 15 years managing a large project. Yep that's
rare I'd say. Are you sure you mean 30,000 hours? :)
