It does this on initial startup to register itself in our license
database.  This is to ensure that you have a valid license it you purchase
it, or if you are evaluating it that you do not evaluate it multiple times.

This is mentioned in the privacy section of my website.

After the initial startup, the license information is encrypted locally so
that internet access is not necessary.
