Test suite needs to be run under codepage 1252?

I'm running the Rotor test suite on Windows 2003(English version), and I get
a series of codepage related failures:

file_io/getconsolecp/test1,file_io,GetConsoleCP,Positive Test for
GetConsoleCP (test 1),DEFAULT,EXEC,FAIL,GetConsoleCP: ERROR -> The invalid
code page 850 was returned.  ,
file_io/getconsoleoutputcp/test1,file_io,GetConsoleOutputCP,Positive Test
for GetConsoleOutputCP (test 1),DEFAULT,EXEC,FAIL,GetConsoleOutputCP:
ERROR -> The invalid code page 850 was returned.  ,

The default console code page seems to be 850:

J:\masters\sscli\tests>chcp
Active code page: 850

Are you really required to change it to 1252 before running the test suite?
