Strong Namining An Assembly

Can anyone please tell me if strong naming an assembly will force it to only be used by apps that have the client snk key? I have a .net 1.1 app and some separate 1.1 assemblies that I will give out to people. I want to make sure that they can not write their own app and use the assemblies. It seems that if I strong name it, this will prevent people from writing their own apps and calling my assembly/methods. I understand that doing this will also allow my main app to know if my assemblies have been tampered, but my other concern is other people using my assemblies. Advice appreciated.
