You said you wanted to allow users to "edit their own web pages". Are you looking for full HTML editing of web pages, or do you simply want them to be able to edit the *content* of a web page? A CMS/Portal system like DotNetNuke would get you going much quicker. Of, if you really need to give the users ability to edit HTML, just be careful of what you let them add.
