Customize Setup configuration

I would like to customize an installer without generating multiple .msi
files.  Could someone tell me exactly how to put parameters in either the
Setup.ini file, or in a batch file that runs Setup.exe (or the .msi), and
pass those parameters to the Installer class?  Small example would be
helpful.
