Failed to install Framework 3.0 redistributable for Windows XP x86

Hi all,
Could anyone point me to the proper documentation for failed Framework
3.0 installations.
I'm running Windows XP SP2 and got a 1603 error while installing WCF.
The last few lines of the error log VSSWMSIFailInfo.txt are:
