Here is the relevant code snippets, like I said, this works most of the
time, but sometimes it hangs.

Amit mentioned that he wasn't using the flag that causes the send of
WM_SETTINGCHANGE; so I can see no reason why it would hang...  Seeing
the code might be useful...
