Unfortunately the GenXchange seems to be dead, otherwise I'd point you to DocGen...  as an example of a stand-alone wizard.

Ah, here we go... Google came up with a link to DocGen, which still seems to be alive and well:

Note that wizrun.exe can run wizards with their GUIs or without (if you specify all the needed params on the command line, of course).  DocGen was designed to be run as part of an automated build process... but has a single, simple html page to support being run manually.
