There is no integration w/ the VS7 IDE, but you can certainly make =
stand-alone wizards that generate your favorite boilerplate for C# or =
VB.NET projects...  the VS7 project files are text of some sort.

Here's my own personal C# wizard...  it has just a couple of options: =
dll vs exe, and console vs winforms.  But it sets up some useful =
sub-projects:  a prebuild makefile for running X-Code, and a postbuild =
makefile for building and running unit tests.
