now is not a good time to check out cvs

The checkin i just made is a necessary fix for onclick handling on IE
(badness ensued from the environ_core handler returning true).

However, for reasons that escape me, NW is now a baskect case using
sigslot_core.js. It is now *necessary* to use sigslot_core2.js.
I know alex intends to retire sigslot_core.js, but i'll let him be the
one to do it.

If you edit netWindows.js to load sigslot_core2 instead of sigslot_core,
everything seems cool.
But otherwise latest CVS will go into an infinite loop on the combo_box 
test page,
both IE and mozilla.
