sigslot snapshot release

The Spanish docs aren't updated yet, but I've rolled a pre-release of the 
sigslot code and docs. You can find it at:

	http://netwindows.org/releases/sigslot_development.tar.gz

Giving credit where it's due, this code is almost 100% Mark's now. He re-wrote 
the sigslot library for better performance (and saner internal semantics) 
recently, and the ECMA-script fixes included in the file are all his. If you 
find this code faster and more capable (as I do), you can thank Mark Anderson 
for all his hard work in making it what it is (even if he dissaproves of 
signals and slots in general).

Note the support for the old connect() method is now gone entirely and the 
shorter methods are now just wrappers for the *ByName methods, and can be 
called with identical semantics.
