Alternate encodingStyle?

I have a point of confusion around Example 17 in the SOAP 1.2 Primer
(http://www.w3.org/TR/soap12-part0/#L3374). Why doesn't the env:Body
element have an encodingStyle attribute with the
value "http://www.w3.org/1999/02/22-rdf-syntax-ns#"? Is this an error in
Example 17?
It seems to conflict with the following statement from Part 1: 5.1.1 SOAP
encodingStyle Attribute (http://www.w3.org/TR/2002/WD-soap12-part1-
20020626/#soapencattr), "If no encodingStyle attribute information item is
in scope for a particular element information item or the value of such an
attribute information item is the zero-length URI ("") then no claims are
made regarding the encoding style of that element information item and its
descendants."
