WS-Routing action

While the action of a WS-Routing path is left fairly loosely defined, 
Would it make sense in the following example to have 
<wsrp:action>http://microsoft.com/wsdk/samples/SumService#AddInt</wsrp:action> 

rather than the http://microsoft.com/wsdk/samples/SumService/AddInt ?

This example was generated from the Microsoft .net WSDK technology preview.  I have deleted elements not related to my question.
