I don't know any of the specifics of WS-Routing so I just answer from the
point of
view of SOAP processing a header block. A header that the SOAP processor
does not
understand with MU=0 should be ignored. No problem.

It should not care that MU=0. It will process the header assuming it is
designated
by the role/actor attribue (perhaps by default instead of explictly).
