To give you a little more background on the GET binding, a SOAP service that
supports a GET binding is a service that you can think of a unique service
method that is completely identified by its URI. You don't need to give it a
method name or a set of parameters. The URI is all the input required. And
as Mark said, the URI is opaque (i.e., your service should not need to parse
the information in the URI).

For example, I might have a travel booking service. I would use the POST
binding to submit my travel requirements. In the final return message,
rather than returning my travel itinerary, the service returns a URI to my
travel itinerary. If I perform a GET on this URI, I will receive the travel
itinerary formatted as a SOAP message. But I can also treat this travel
itinerary just like any other Web resource. I can send the URI to other
people. I can cache it. Etc.
