It doesn't look like it made it onto the WSDL WG issues list[1]
either, I stopped keeping mine up to date once they got that one up,
I'll raise it on [email protected]

The DIME/WSDL binding move most of part definition into XSD, as an XSD
extension, and as such is much less restricted. The SOAPBuilders
attachments interop testing[2] includes a WSDL doc using the DIME/WSDL
binding with arrays of attachments. see [3] for an example WSDL.
