Attachments in SOAP message??

Hi All,
        Can anyone please clarify how to send executable file as part of the
SOAP message from client to web server?
I want to include the executable file as part of the message and then want
to sign and encrypt the soap message.

I know there is one way of using WS-Attachments specification but then the
attachment will be outside of SOAP envelope. Also, not sure how can one sign
and encrypt the attachment that is outside the SOAP message?
