WS-Routing Reverse Message Path

Hi All,

When a WS-Routing Initial Sender is inserting
a rev element into the path WS-Routing Header element
can it only give the reverse path message endpoint only?

Is it like an explicit reverse message path intermediary
can only be inserted in the rev element by a WS-Routing Intermediary
or a WS-Routing Initial Sender can insert it in the rev element?

To make it clear let's say I have WSR-InitialSender.com,
WSR-Intermediary1.com, WSR-Intermediary2.com, WSR-UltimateReceiver.com

Is it legal WSR-InitalSender.COM send message with the following fwd, rev
WS-Routing Header Elements

        <fwd>
                <via>http://www.WSR-Intermediary1.com/fwdIntermediary</via>
                <via>http://www.WSR-Intermediary2.com/fwdIntermediary</via>
        </fwd>
        <rev>

<via>http://www.WSR-Interediary2.com/revIntermediary</via>***

<via>http://www.WSR-Interediary1.com/revIntermediary</via>***

<via>http://www.WSR-InitalSender.com/revMessageEndPoint</via>
        </rev>
        <to>http://www.WSR-UltimateReceiver.com</to>
        <id>.....</id>
</path>

*** Are these via elements legal or only the third via element is legal
