JIRA Priorities

Hi friend.
I would like to remove a Priority available to jira-users.
*Blocker*: Blocks development and/or testing work, production could not run.

In general for that kind of priority we are using the dev-list, chat or
private mail but there are some user that use "Blocker" thinking that the
subject of the "block" is their project.

What you think ?

Another little matter about JIRA...
Do somebody know how limit the use of issues types ?
I would like that only developers can create Task and SubTask and let the
user chose only Bug, Improvement, New feature or Patch
