Static tests

Hi All,

I just checked in changes to CVS HEAD to allow static methods
as tests. SetUp, TearDown, TestFixtureSetUp and TestFixtureTearDown
may also be static.

Jim Newkirk has argued that fixture setup and teardown should be
static, rather than instance, methos. Some people have complained
that FxCop gives errors when a method can be static but isn't. 

Whatever your reason, use it if it works for you. Or not. :-)
