log4net (really dumb question)

Hey, I just noticed that in the NUnit GUI, log4net output looks like
this:
08:06:01,453 INFO [TestRunnerThread] SQLiteDatabase: PID=3476 Opening
connection: Data Source=D:\TEMP\tmpACE.db3
08:06:01,484 INFO [TestRunnerThread] SQLiteDatabase: PID=3476 Executing:
CREATE TABLE externalization_metadata (node_id INT NOT NULL PRIMARY KEY,
node_name STRING, hashed_name STRING UNIQUE)
08:06:02,203 INFO [TestRunnerThread] SQLiteVariableLog: PID=3476 For
variable CostPerYear: CREATE TABLE tmpAD1 (run_id GUID NOT NULL,
[Lockboxes] INT NOT NULL, [value] DOUBLE, PRIMARY KEY (run_id ,
[Lockboxes]))

My question is, why the comma? Does log4net default to the European
rather than American decimal marker?
