I tend to set up all the tasks I want to run in a build in one build file, and have CC.NET execute that. Compilation, unit testing, fxcop, packaging, deploying (if appropriate), etc are all in the project's build file, and I have CC.NET run that. Failure of any one of those will trigger a total build failure.
