It's a Windows permissions issue that can be cured by editing the registry or possibly by copying all Ecco's files manually into a folder. Both approaches are discussed in this group and in the ecco_pro group.
 

 But the most straightforward fix it is probably to run Ecco via the EccoPro Extension, which can be found in the Files section of the ecco_pro group (http://groups.yahoo.com/neo/groups/ecco_pro/files http://groups.yahoo.com/neo/groups/ecco_pro/files).
 

 Download and unzip eccoext.7z. Copy eccoext.exe, etc. into the same folder as ecco.exe. Run eccoext.exe and it will open Ecco. 
 

 The accompanying eccoext.eco is a manual for the Extension, but you can simply run Ecco as normal and ignore the extension's additional capabilities if you wish.
