"Unable to complete command" upon opening program

I keep getting Unable to complete command when I try to open Ecco pro. I've tried re-installing, running as admin, compatibility mode, moving the folder from program files to C:\ and giving the user full control to the folder. If we purchased two licenses is it possible they are linked and there's some additional steps required?
