But if an Ecco Outline is all you need (and you did say Writer - and
Open Office and Libre Office are equivalent in that sense), all you need
is to copy your text to an ascii .txt file.  The tabs should provide you
with your structure of subordinates.

Once you have opened (or pasted) your outline in Writer, you can set up
your numbered outline by selecting the text and right-clicking, to 
configuring your bullet set up.  (Let me know if you have any problems
with this).
