What I was trying to determine by having you look in properties was in the Shortcut Target area. Since you were describing very unusual behavior in which it was creating another icon in the task bar, I thought you should check on the command given to see if it was correct.

 

In my ECCO the Target is a grayed out “EccoProX64” and the Start in: says “C:\Program Files (x86)\ECCO\"

 

I use Ecco extension, so for that shortcut it says for the Target “C:\Program Files (x86)\ECCO\eccoext.exe" and then Start in: "C:\Program Files (x86)\ECCO"

 

If yours is different this may be where the problem is....

I found the folder and double-clicked on Ecco32.exe. That put an Ecco icon at the end of the task bar, and nothing happens when I click that task bar icon.

Yes, Ecco has worked wonderfully for me in Windows 10 until this problem.
